The festival will be held as a music festival with performances by three groups (Circle Andante, Kashiwa Wind Symphony, Numan Wind Ensemble) belonging to the Numan Music Association of the Western Music and Performance Division of the Kashiwa City Cultural Federation, and other groups from the general public.

Note: The former Himawari Plaza (former Numan Neighborhood Center) was closed at the end of March 2025, so the venue will be the Kashiwa Civic Cultural Hall.
